Abstrak

The 2024 General Election (Pemilu) is the second simultaneous election following the 2019 event. This simultaneity makes every stage of the election process more complex and requires meticulous planning and caution in its implementation, particularly in the aspect of supervision. In this context, the Election Supervisory Board (Bawaslu) plays a crucial role in ensuring that the democratic process runs fairly, transparently, and with integrity. To perform its supervisory duties effectively, Bawaslu requires human resources (HR) who are competent, professional, and well-equipped with knowledge of election regulations and dynamics. Therefore, the development and strengthening of Bawaslu’s human resource capacity have become a strategic and continuous priority.This study aims to describe in depth the supporting and inhibiting factors in implementing strategies for developing and strengthening Bawaslu’s human resource capacity, particularly in Madiun Regency. The research employs a qualitative descriptive approach using a case study method. Data were collected through interviews, observations, and documentation from various relevant sources and were analyzed systematically through the stages of data reduction, data presentation, and conclusion drawing. The findings reveal that the supporting factors for HR development strategies include institutional support, structured training policies, and the enthusiasm and commitment of supervisors to improve their competence. Meanwhile, the inhibiting factors involve limited budgets, unequal access to training, and a lack of innovation in HR development methods. Overall, this study emphasizes that strengthening Bawaslu’s human resources is essential to achieving an election supervision process that upholds integrity and fairness, thereby contributing to the reinforcement of democracy at both local and national levels.
